Move thread defaults.

This add-on will change the following two move thread overlay defaults:

Move threads
Inline moderation - Move threads

The new defaults are:
Create a redirect.
Have the redirect expire after 1 hour.
Do not notify members watching the destination forum.
Do not notify thread starter of this action.
