[MMO] Allow Template Modification - As you know, the developers decided to take the opportunity in 2.1.8

As you know, the developers decided to take the opportunity in 2.1.8 to create modifications to the templates, for reasons that are not clear. This add-on changes the behavior and allows administrators to create modifications. In addition, the create modification button will always be active.
