[OzzModz] Inline Moderation Select All Permissions - allow users to use the "Select All" option in the inline moderation bar

Adds a permission to allow users to use the "Select All" option in the inline moderation bar. Admins will be able to use the option regardless of the permission.

I suggest giving this permission to trusted moderators only, not the whole moderator group.
